How to check if user has Full Rights?

What is the path to the user's tmpfiles, sortwork, editwork, etc? Where are all temporary files stored? Can the user see the foxuser table and the temporary files and can he write to that directory as well?

I have something similar to:
EDITWORK=C:\FOXPRO\nctest\TMP\
PROGWORK=C:\FOXPRO\nctest\TMP\
SORTWORK=C:\FOXPRO\nctest\TMP\
RESOURCE=C:\FOXPRO\nctest\FOXUSER.DBF
TMPFILES=C:\FOXPRO\nctest\TMP\
