Review your business rules and determine if your RI needs to change or not. The next question would be, if they are truly child records, why do they need to exist without a parent record? What purpose do they serve? What information does the parent record contain and what information is stored in the child records? Changing RI may force you to validate your code throughout your app where insertions, updates, and deletions are processed.
