Thanks - this is a champion. I understood it four ways, all of them wrong :).
It's not you, it's English language. When any noun can be an adjective, and the language allows you to line up three or more of them, there are so many ways how you can group them that sometimes it's really hard to know which was the intended meaning. Maybe to a native speaker it's all plain and clear, but I sometimes have a hard time getting it. And I speak English forty years now.
