Four of Five former NSA employees were scheduled to testify before congress regarding the surveillance operation order by the Bush Administration, but it is my understanding that all traffic going through the New York Telephone switch system regarding incoming and outgoing overseas communications were being monitored. I would doubt that FISA was equipped or willing to issue millions of warrants on unnamed parties communicating thought the NY telephone switch. Here is some more information:
