Yes it can...to a point. The one thing that I found annoying is the fact that the web browser control does not render the HTML controls with the WindowsXP themes. Buttons, checkboxes, radio buttons and dropdown lists all look old (3D and grey). The only XP looking "control" that I saw was the scrollbars of the document itself.
