I am sure that you could do this using API's. Though, I would suggest using the setup wizard which will automatically add the necessary OCX controls for installation.
If your requirements are specific, there is no harm re-registering and you could use the silent feature of regsvr32 to display no messages.
I think it is regsvr32 /s
