My understanding is that the official (or reference) exchange rate is set when the markets close and is valid until the markets reopen.

Some of my clients relied on that Web Service for about two years now. I cannot rely on that. I need to find a better Web Service. But, some I found are asking for 200.00$ US registration per month which doesn't make any sense. I need to find a Web Service that I can register only once for a much less amount.
