According to "First Reich" this was an effect, not a cause. I think both sides were itching to have at each other. France issued some ultimatims regarding Hohenzollern candidates for the Spanish throne, Bismark published them, and France declared war over it.

But the animosity between France and the various German states goes way back, at least as far as the Wars of Austrian Succession, probably back to the 30 Years War. France was - IMHO - a bit of a bully state, and thought they had the right to dictate Continental European policies.
