It is clear the the Bush Administration is carrying out the wishes of the Project for the New American Century. This project was founded by Cheney, Scooter Libby, Rumsfeld, Wolfowicz and others. In their letter to Bill Clinton they mention "US Interests in the middle east" which is clearly oil.
