I was involved in a thread (on GetTimeZoneInformation) awhile back. Do a search for this under the Win32 section. I think you'll find the details you'll need.

Just a personal thought here. I'd use UTC (Universal Coordinated Time)time. It's not affected by the changes from Eastern Standard to Daylight and back again. It would take this problem right out of the mix.
