i definately think that there are enough bombers and sure a bit of live target practice never goes astray. but they have to be sure what it is they are going to bomb, they have to 1) get every nuke thing they have and 2) don't blow up some hospital with a radiology department becasue it shows signs of radioactivity. 1) will be very hard as we are always told that a lot of this stuff is under ground and if it is anything like the bunkers sadam had then they are in trouble, there was a program on bbc i think last week about one of his bunkers, could survive a nuke 200m away. they dropped a bunker buster or two on it and the inside was grand! 2) intelligence has been a contradiction in terms, esp for the us in recent years, not just wmd but chineese embassys etc, so i really don't trust them to get it right first time and if they don't the last thing you want is an angry person with a nuke, even if it is an unsophisticated dirty bomb.
