Do you have any stretchable fields in the report or is every band a fixed size?

If every band is a fixed size and nothing ever stretches, it's possible to keep a line counter as you print. Then what you can do in your group footer is add a stretchable field at the top of the band that has the expression of REPLICATE(CHR(13), nn - nTotalLines). This forces a calculated number of Line Feeds so the remaining portion of the group footer band can float down and print in the spot you want.
