Strange, I just tried it again, and it worked for me in 6.0.

use Labels
create report Test from Labels Column
REPORT FORM Test PREVIEW NOWAIT
RELEASE WINDOW "Report Designer"

I realize that this a simple test, but it does demonstrate the idea.
