We're using timer, but I don't think it's the problem. Basically, once I changed REPORT FORM myREPORT PREVIEW to ... NOWAIT it worked. So, as long as this window is not modal, it works. Usually Exit button is disabled for modal forms. If we put Shutdown.txt in the Data directory, the application closes (by a timer). I haven't tested this thoroughly yet with having modal form opened at the time. I'm going to try it in a moment.
If it's not broken, fix it until it is.
