If I click on the other page tab in an area which the scrollbar is positioned on the previous tab, the scrollbar becomes visible on the current page tab. I can actually scroll the scrollbar, but the list is still invisible. Very strange behavior. Furthermore, I can suspend and view the .visible property of the listbox and it is still set to .F. Also, I try to capture events when I am clicking, scrolling, and mousemoving around, over, and onto the ghosted scrollbar but don't see any events firing. I think I have gremlins on my form.

If you're seeing ghosted scrollbars, that may be a video driver problem. Try reducing the video acceleration under your OS display properties in Windows.
