VFP SQL select very slow on new network

If select * from returns the entire table (over 50K records) in 0.00 seconds, can I rule out network problems? I only get the delay when I use a 'where' clause (which I always use, I'm just trying to pinpoint the problem)

The Visual FoxPro application is now running the SQL Selects 5 to 10 times slower than before. I have installes VFP9 and a copy of the data on the C: drive of my workstation and compared a very simple SQL command versus running on the server. I even loaded Visual FoxPro on the server to try to compare apples to apples.
