>Is there a way to define the table created by the backend process to be "publicly owned" instead of by the administrator?

Unless someone comes up with an API function that would allow you to set access rights for everybody (or to find out what sort of session glitch makes it invisible to other users until the creator logs out), I'd point out the simpler solution:

Have the process filetostr() the table it just created and put it into a blob or memo field in the job table. Whoever needs to use that table can strtofile() it (and thus be the creator of the file, on their private drive if need be). This also relieves you of having to watch the directory for the appearance of a file - you just check the record in the job table.
