In the PDC03 version, Microsoft announced that only .Net code would be able to use the new enhancements (WinFx). Customer complaints about this caused that WinFx was backported to XP and 2003 Server...and that COM interfaces to many of WinFx features was also added. If you look at Richard Grimes history with .Net, you'll find that he's complained about it for years and has actually stopped developing with it.
