one UC for me was to compare the LOC before and after refactoring of a large app (neatly "maintained" into rigidity by "retrained professionals"). Getting rid of nearly 25% of the total lines meant less cost at later enhancements. The 2-Step (refactor once, change the items planned for that quarter) was more expensive in that special quarter, but cheaper in the third quarter of changes. Just a way to "sell" the refactoring to non-tech-managment.
