I couldn't fix the problem so I did the following to hide the error.

In the Page Activate event, I position the container on the page so that the user has access to it, in the Page Deactivate event I put the control at top=1000 left=1000 so that it is inaccessible. This prevents the control from bleeding through upon a click on a different page. Anyway, it's not the way I wanted to solve the problem, but it does hide it from the user....
