Two senerios
1. Have a program (not FTP) periodically looking at the (polling) the folder and when a new file arrives it sees it runs the process you want and then moves the file to an other folder.
2. FTP has commands to let you call a process after the upload. This requires that the source of the file transfer know what process to run. Option 1 does not.
