Cheney has taken full responsibility.

As for the license, he had that. The White House inquired about what was needed and purchased them. What was missed, was the tag (they WH said they weren't told that a tag was needed), which has only been required since last fall. Apparently many hunters haven't been getting them and warnings have been issued, but no tickets...the same thing happened here. Cheney's office has stated that a check for the $7.00 tag was sent after the incident.
