A true default is a value that is applied without any "Set to" explicit in code.

Put COLLATE in CONFIG.FPW is as to perform "SET COLLATE TO" in _SARTUP,
but this doesn't change the default applied to the datasession 2,3...., which MACHINE remains.

Then:

- Default collate can be changed in CONFIG.FPW, is false.

- Defaul collate in datasession 1 can be changed in CONFIG.FPW, is true.
