It means there is no default page defined for that directory and that the directory listing, which is then the next action to do from the server, cannot be applied as the restriction has not been established. You may either allow directory listing, which I doubt you would want to do, or simply define Index.asp, for exemple, with some default content, in the case where the user would try to access a directory directly.
