This is false assumptionn. The administrators own the project. They do not need to let others vote or have input on what is contributed. What members are for is contributing to the code base that exists in the project. Either by adding their own new code or submitting enhancements to existing code. Members do not own the project in any way, the adminstrators do. You can create or own new open project and be the administrator for it and then add whoever you want also be administrators. Members have no vote on anything, anything they suggest or contribute can be rejected. This is the same way all successful open source projects operate. I suggest you read a book (or read online) infomration on how open source projects are created, managed, and controlled.
