It is not a project to create your own open projects. It is a place to contribute to existing projects or download the results of those efforts for free. Each sub-project requires resources (time and people), and there are priorities for various options to work on. You can join an open source project like Apache, you can contribute to the code base as a member, but that does not mean you can offer any external code and have it included (maybe yes and maybe no, depending on what the core group decides on) - and if they don't include it, you can create your own open project around your code and get others to particpate. This is how open/shared source projects work.
