I think the numbers game for infantry ended the perhaps the 1960's. High altitude bombers, cruise missles, drones, air craft carriers are what tips the balance now. High tech really.
If we look at China's space program (a cover for ICBM program) they are the first to have done this with minimal R&D. They bought a bunch of Soyeuz technolgoy from the Russians and the rest probably came via esponiage from the US space program. They simply didn't have the talent to do this themselves.

This is debateable, but let's say for arguments sake that they co-invented with the US.
