Here's my idea:

This may or may not have anything to do with your problem but here it is anyway.
Windows XP SP2 will not let ordinary users to write on C drive unless you have administrative authority. This may cause problems, one of which may be the one you are describing. If this helps great, if not don't hold it against me.
