I think I've heard that NYC is famous for nepotism in all kinds of municipal jobs.
There is a school of thought that believes it does work better overall.

If there are relatives working for the same facility or post they cannot be in the same area to avoid any appearance of preferential treatment in anyway. Military relatives cannot be in the same section/platoon either but they can be in the same company. As long as the immediate chain of command is different. I do not know what is place to prevent it in state or municipal jobs though - I've never worked for the state or for the city/county.
