You make a good point about the difficulty of swaying Congress without a built-in constituency. But it's possible, at least under certain circumstances. Maine has had two independent governors in the past 30 years and they both did pretty well. As you say, they had the support of most voters, and had the advantage of being in an independent-minded state. Other places are much more polarized.
