Ok, that must not be all of it.

Update:

No logged in user other than Administrator can set their default options for VFP 9. Even those other accounts designated as Administrators, or Domain Admins. This is true whether or not they are logged in under Terminal Services, or on the console. Unfortunately, the other profiles do not inherit their defaults from that account. So far, I have found no way to set them.
