It's done in code. Basically remove the tags from the skin template HTML. I haven't played with the DNN3 versions but I'm assuming it should be pretty much the same.

There should be a Skins folder in the root of the DotNetNuke installation. There might also be different Skin folders for different sub portals if any are setup so you might want to look there as well.
