A client of mine had something similar, very slow response in the Open File dialog in Word 2000, on Windows XP machines only. W2K and W98 were fast.
Don't know if it applies in your case, but the solution to that problem was
http://support.microsoft.com/kb/328890 (set TcpAckFrequency to 1, from the default 2).
