Assuming the religion you mention above, here's my guess as to how it would be handled in Canada... we would build them a school, or give them special wings in schools, to let them practise as they need. And I think it would be done fast, by re-locating kids already in existing schools in the interim. The parents, though, would have to learn to wear cloths or go elsewhere.
