The hypothesis was that we agreed to accept them, meaning that we 'invited' them, as I see it.
Now it's true that in the U.S. yours is a melting pot style of assimilation.
Here we do things a little differently, trying to accommodate cultural variations to the extent we can. It may be more expensive, but it does seem to be more interesting too.
