You can define a report to use a data environment class .. and put the code there .. but that will only work for you if every report you need this feature uses the same files. It would also mean that you would have to go through every report to make this change .. and I think that's what you're trying to avoid.

The best suggestion I can make for you in this situation is to NOT use the data environment. Set up your data ahead of time and then call the report.
