As Jos mentioned you can set up your own Certificate Authority. You just need to install Certificate Services on a Server. Should be fine for testing, etc but if used in production then browsers would not automatically accept your certificate (not on the trusted list) and the users may not understand/like being prompted to add the certificate manually.
