You have to go into the source safe administration program and set the option to allow multiple check-outs.

It seems like at my last job, we went round and round, and finally got Sourcesafe to allow us to do multi checkout. I've tried everything here and can't get past the message: "Another user has file demo.sca checked out. Unable to check out table." I've tried everything I can think of. All clients and servers have had SP 3 installed. Anyone have any suggestions?
