It is not that Delphi will never be productive as VFP but rather Erik is not yet productive by now in Delphi. And so, the proposal to give him a lower rate while learning Delphi is just for justification because Erik is being paid without much benefit to the boss yet.

To me it is better to learn something on my own because it is without "string attachment" and so I could decide freely.
