I see "deferred compensation" as ties to the company. When I leave an employer I get whatever I can in settlement and be-gone.
There is no "we'll send you some more money later" or "we'll keep sending you check for a long time" thing. If you do, you still have ties and you still depend on the company's well-being. If you have ties and are in a top government position there is a conflict of interest. Either you completely divest or you do not.
