Dictators were common good at that time. But also note that democracies in those times just gained ground for a few decades. In an era where kingdoms still had great influence on the political agenda you can hardly say europe was one democratic ground. The US was far ahead in those times.
But not all dictators (kings, queens and emporers) were bad dictators. The difficult thing is that up to WWII there were so many wars in europe it was hard to recognize the good ones.
