Sure they do. Just like Kenyans or Brits or Jamaicans or ... It's just that few get the scholarships.

We have some of those, probably sufficient. But by "infrastructure" I mean things like lots of university programs, pre-university grooming of those with athletic potential, etc. Basically we are lucky that some with a "gift" are identified and helped to make connections to have them seen by U.S. university 'scouts'.

Basically, to get any better, any here (athletes in general, not just shooters) have to train abroad too. There simply aren't competitions where they can hone their skills.

I agree that there has to be focus on keeping guns out of the hands of criminals. Here the odd collector is robbed successfully, despite having strong double-locked storage. But most guns (hand guns) just come across the border, apparently by Fedex or UPS.
