Not that I have been able to find. When allowing you to select a default directory in Step 5, the VFP Setup Wizard allows you to select a specific Drive letter (like F:), but once you select it, the path is shown w/o the drive letter. As you say, when running the resultant setup.exe, the drive always shows up as C:, which means somebody must manually set this to the correct drive. I looked for a command line switch but was unable to find one for this. ("SETUP /HELP" gives an error followed by an *incomplete* list of command line options). Maybe there is a more complete list of command line options to be found somewhere...
