What was laid down way back then was the 'Two Official Languages' aspect of Canada. It was enshrined in law and later in the constitution. The fact that Quebec chose to become what even the U.N. later described as a descriminatory society (for arguable reasons) has nothing to do with the rest of Canada. And the truth is that I haven't yet seen a road or store sign in Toronto that is in both official languages. It's true that products that will also be sold in Quebec must be in both languages, and all Government documents etc must, but it's not really true that everything has to accomodate both languages. In fact, here in Toronto, there are quite a number of signs in Chinese, but as I said, I haven't seen one yet in French.
