If I understand correctly, I think what you want to do is to use the VFP Wizard to build an installation disk. You can build your exe to a hard drive directory and then with a ReadWrite CD burner use XP to copy the exe to a CD.

For Persian/Englsh, you will have to do the code to switch between the 2. The exe Build should be able to run on Windows version after Win95 (i think, but not sure at all)
