No, no one is saying that Sedna will be called VFP 10. It appears from Microsoft comments that it will be more of a souped-up service pack that adds new functionality with very few changes to the core VFP bits (although they have said that an SP2 will appear around the same time in addition to what's considered part of Sedna). As previously mentioned in this thread, Sedna will add extensibility features as much as possible via add-on libraries or improvements to XBase pieces.

The Sedna project (and the SP2 that is supposed appear around the same time) is being done by Microsoft staff (including contractors, as has been the case with every version up to now). It has not just been thrown to the community as you indicated -- you're referring to the open-source SednaX project, which exists completely outside the development process for Sedna.

I prefer to think of Sedna as more of a 9.1 or 9.5, but I don't think they'll give it a new version number (probably because that would require extending support beyond 2014).
