It shows up fine under the Tools menu for me, with a shortcut of Ctrl-K, Ctrl-B. (That can't actually be a WordStar shortcut, can it?!) Is it possibly an installation option? I installed everything.

You can also right click in a code window and choose Insert Snippet. This allows you to insert any of the canned snippets or ones you have written yourself.
