You may need to reset your environment settings. I know at one point mine was set to "Business Intelligence" and I was not seeing the Code Snippet Manager.

Go to Tools>>Import and Export Settings, then Reset all settings. After a couple of steps you will be prompted for what Default Collection of settings to use (try whatever language you are using).
