Its a very different situation. The republicans controlled congress during the Clinton admin, didnt they? Now, we have a repub pres and a repub congress. You have a very compliant congress basically providing no oversight on the executive branch. The fact that the pres/congress relationship may be "negative" is just an example of how much of a train wreck its been.
