You need to set your print order to : top to bottom.

If someone want to test it just create a label with 2 columns and put two fields on it. Put them one above the other, check the remove line if blank from the lower one and put .F. in the Print only when expression is true. On the preview if the report is set to Left to Right you will see the blank line but setting it to Top to bottom you won't. Strange isn't it ?
